Higurashi, but make sure you start with the 2006 show. The one on Crunchyroll/Gou is Season 4, and is a fakeout that looks like a reboot.
School-Live is also really good. Watch all the way to the end of the first episode before you make up your mind though, and DO NOT look up anything in advance.

Yes, horror was my favorite genre for a long time before I came to anime too and is still up there.
Within anime, Shiki is the single best pure horror to me still.
