A Sign of Affection comes to mind.
Most others are 24eps or more.

Some Shoujo series with 12 or 13 episodes right now maybe:
* Honey Lemon Soda
* Kiss him, not me
* Orange
* A star brighter than the sun
* Yuzuki-san chi no yon kyodai
* How I attended an all guy's mixer
* Mechanical Marie
* Vampire dormitory
* The demon prince of Momochi house
* Children of the whales
* The world is still beautiful
If Josei and Joseimuke series are an option maybe:
* 7th time loop
* Loving Yamada at Lv 999
* Secrets of the silent witch
* The too perfect saint
* Kuragehime
* Raeliana
* The gorilla god's go to girl
* The latest on tsundere villainess Lieselotte
* Bibliophile princess
* I'm the villainess, so I tamed the last boss
* The ice guy and his cool female colleague
* Code: Realize
* Norn9
* Natsuyuki rendezvous

Lieselotte mentioned. I must upvote.
I love that one so freaking much. Lieselotte is such a misunderstood good girl.

I think erased is quite short. Although I don't know if it's quite shōjo either.

Skip and Loafer (although I think it's technically a seinen because of the magazine the manga was published in)
