Why anime licensing company always hit and miss when choosing an upcoming anime that would be deserve to get english dub/simuldub
Imagine there's an announcements of an original anime series that captivate many people, and an upcoming anime based on popular and well-received manga & light novels. However, licensing companies like Crunchyroll, Sentai, and Aniplex consistently hit & miss in deciding which ones are worth to get dub, and even Netflix did this as they haven't dubbed Orb, Kinnikuman Perfect Origin arc, Shaman King Flower, etc., and some are only dubbed in other languages like Bocchi the Rock, Skip & Loafer, and Gushing over Magical Girls.
Back in 2023, when the anime adaptations of Frieren and The Apothecary Diaries were announced, I was anxiously hoped that whichever licensing company acquired them would dub them, as both are quite popular, and i'm glad CR did the right thing. I always do this for every upcoming anime such as this year's Witch Hat Atelier, Akane-Banashi, MarriageToxin, Jaadugar: A Witch in Mongol, and the recently announced Historie. I was a little disappointed that Crunchyroll didn't simuldub Ikoku Nikki (Journal with Witch), but I hope that anime will eventually get a dub later like Kowloon and Secret of the Silent Witch.
Wouldn't the popularity, the hype before the premiere, how viral the anime was, and the buzz from the anime community and reviewers from anime news sites like ANN and from YouTube make it easier for licensing companies to provide English dubs for these anime?

I remember the director for Train to the End of the World tweeting he was hanging by a thread and that was when episode 8 was barely two days or so from airing. And said episode literally hadn't finished production yet. People were legit worried for his health because of it.
Yeah simuldub is going to be reliant on studios finishing their episodes long before airing and willing to adapt their own schedule (which most cannot do so).
