Does Japan have a new (well, last 7 years) law or attitudes in regards to ecchi?
No seriously, I know people aren't a fan of ecchi, so this question isn't for you. I watched a lot of anime in high school and got quite desensitised to seeing nipples and panties, anime like highschool DxD, Highschool of the dead, Freezing or Haganai with varying degrees of plot vs "plot," but all were a great watch.
I recently gotten back into anime and found that many anime's are classed as "ecchi" but don't come anywhere close to what ecchi seemed to be back in the 00s and 10s (lets not talking about the 80s and 90s). Instead it's just suggestive clothing, camera angles or situations (and there seems to be a lot more rapey/sexual assaulty villains - though maybe I am misremembering some of the villians from the 00s and 10s). The lack of nudity and sometimes even panties not a bad thing, just different.
Heres a list of the anime on MAL with the tag ecchi in the last few years: Yuusha ga Shinda!, Mato Seihei no Slave, Mushoku Tensei (shocked this one doesn't have any, it was a rough watch even for an otaku like myself who has watched a range of ecchis), Megami no Café Terrace, Temple. These don't have any real nudity in them
Is this a reflection of the change in attitudes or preferences in Japan, or is there some new law that's increased the restrictions of nudity?
Edit: clear up what I ment with the MAL tags

Edit: recheck and I was 100% wrong there is nips, not sure why I thought there wasn't
Unless I'm miss remembering them and they didn't have actual nudity in them
Though AT-X is a cable channel which has more leniency/freedom with what they can broadcast compared to free-to-air TV stations.
The reason why there is less "light" ecchi anymore is probably more caused by payment providers that refuse to offer their services when you are in any way related to erotic content. Many Japanese websites are suffering from it. So basically if sexual content isn't your main selling point, you're better off not putting any sexual content in your product so it's easier to market. And if you put sexual content in, you might as well go all out on it (Interspecies Reviewers, Redo of Healer, etc.).
The baseline slop that was rather "lewd" before now is more just fish fulfillment and power fantasy.
It's a gradual change but mostly based on two things: social change and following the money.
Ecchi just wasn't making quite as much money and also wasn't hitting those broader audiences on top of slowly gaining more stigma. Combine it all and you get some reduction.
Not to say it isn't made any longer, but you're right that fan service in general and the pure ecchi anime are definitely seen less. Still, we do get Ishizoku Reviews, Gushing About Magical Girls, Nukitashi, etc. So it's not gone, just not as prevalent.
But now most JP companies are trying to sell their products to global audience, so they strip out ecchi parts of manga when adapting to anime, Unless the anime's whole point is being super ecchi like Nukitashi, Gushing Over Magical girls, Tales of wedding rings.
Every company wants to make money and because of these hurdles like Payment processors, licensing etc they are just taking the easy route to remove the ecchi.
As for panties, I guess studios just got more interesting fetishes.
I can’t believe this is a thing people say
The context is less about emphasising myself as an otaku and more about someone who has watched a range of ecchis
Idk what to refer to myself as an anime enthusiast now a days
I think you were probably just watching the uncensored versions of older stuff and the broadcast versions of new stuff and didn’t realize.
Society is growing even more prudish.
On the other hand, extreme violence is perfectly acceptable. It's crazy how violent Sentenced to Be a Hero is, and yet I doubt it will have any nudity.
Basically, you trend in two directions. Toning down ecchi or in some cases doubling down on it. The problem is that the vast majority of anime are leaning towards the former and the result that very ecchi manga and light novels are becoming only somewhat ecchi and the slightly ecchi series are getting that content removed completely.
Those handful of shows that double down to the point of essentially creating a new anime genre of Borderline H that had previously existed only in manga is an exception.
While the latter type is appreciated, the former is resulting in a flavor of anime that has been a mainstay all but getting phased out outside of a few shows at most a season.
