the hidden inventory arc felt more smoother than this so did the Mahito vs Mechmaru fight.

This. TV anime is basically a marathon where studios must spread their resources effectively. So the most talents would be allocated to key episodes.
Hell, they already did split cour with this season.

I think we need to see at least half of what’s in store for this arc before drawing conclusions imo, this arc most definitely has things that required more time and attention than these past two episodes

Even in the best examples of animation, they will cut corners on scenes that don't require extra attention. The value just isn't there. That is why sometimes within the same anime it appears that mouths, bodies, and backdrop barely move between frames or have any detail, and other times there are 5 second segments that seem like it must've taken a month to draw.

There is also the point that the Shibuya Arc is basically nonstop action. While Culling Games has a lot of setting up to do, and obviously they aren't going to put their best animation on those non action scenes.

Is this an industry standard and if so, at what point did it become this way? I cant remember a time where I'd watch a show and think "hmmm they really cut corners here for the sake of future action scenes" even in JJK itself

Be honest.There was no way these 2 episode were better in animation quality (not talking about direction) -- just visually, than the hidden inventory arc.

The majority of it yeah, some of the highest highlights no, just like how the same in that one beats these episodes too.
The animation in these eps are way above the norm for TV anime. Asking for more is being spoiled. More can always be done, but it's not always reasonable. This work was done with a different staff on whatever schedule they had to do it on a smaller budget than an episode of Family Guy.
