trying to find a show I saw one episode of as a kid
It was part of the tonami block some point between 02 and 06 *probably* on the earlier end of that range. It was sci-fi I believe it was on a space station.
the episode I saw involved characters trying to decode an alien message and the message translated itself after a baby started crying and explained the antagonists where infertile.
Can someone help me lay the 20+ year mystery to rest?

The specific scene you are remembering happens in the final episode of the first season (Episode 13: "Trust"). Here is how it lines up with your memory:
Why it matches your description:
The Setting: The show takes place almost entirely on a massive space station/ship called the Nirvana.
The Alien Message: Throughout the first season, the crew is haunted by a mysterious, garbled "alien" transmission that their computers cannot decode.
The Baby Crying: During the climax, a character (Ezra) is giving birth. As the baby lets out its first cry, the sound frequency of the baby's cry acts as the "key" that finally decodes the message.
The "Infertile" Reveal: Once decoded, the message reveals that the antagonists (the "Harvest" fleet from Earth) are a dying, infertile race. They are traveling through space to "harvest" healthy human organs and DNA to sustain their own lives because they can no longer reproduce naturally.
The Toonami Window: Vandread premiered on Toonami's "Saturday Video Entertainment System" (SVES) block in February 2004, fitting perfectly within your 2002–2006 timeframe."
