Culling Games JJK s3

I don't get Kenjakus plan. If everyone in Japan would get a cursed technique, wouldn't that mean that every single person has to die, either by accidentally participating in the culling Games or by not participating and getting killed while being stripped of their cursed technique? Someone explain please

No no. Kenjaku specifically marked a bunch of people, like megumi’s sister who then awakened cursed techniques. A majority of japan are still regular humans.

No, they didn't. Only a very small number of people did. These people were already born with techniques but couldn't use cursed energy.

Kenjaku selected about 1000 people for culling game, because he lacks cursed energy to use idle transfiguration on the whole Japan
