While automation via AI technology advances, "Labors", once cutting-edge technology, have become an established part of the social infrastructure supporting society. However, manned, standalone-type Labors are increasingly being replaced by autonomous robots and are becoming obsolete. Yet, even as the times change, the duty of Special Vehicles Section 2 remains to protect people and the city. Division 2, with their modified older-model AV-98 Ingrams, now called the "AV-98Plus Ingram", confronts new technological crimes with wisdom and courage.

No. He kinda done with the rest of Headgear (group that created Patlabor) after he make Patlabor live-action behind their back.
So, EZY is produce of the rest 4 of the group, directed by Yukata Izubuchi, while Oshii is now working on new VOTOMS.

Same as the Yamato Reboot. The first season of that was also directed by Izubuchi, and predates Next Generation by two years.
