Looking for an old anime

I am looking for an old anime about finding colourfull chaos emeralds that give you different transformations. The main character had a red one that let him transform in a mechanical red suit. The mc best friend had a green one that let him transform in a bare chested dragon ball looking guy. And there was a native american looking guy that shows up latter in the series that had a purple jem. One episode i remember is one where a japanese town is having a drought and a bad guy in disguise shows up at the mayors house as an expert on salt water purification. He says that they have to build a tower out of shiny rocks. The last batlle takes place on the top of the tower.

Most likely not it, but all I thought of was Captain Planet, with some of the details you mentioned lol

Sounds like the Power Stone anime honestly since there was a animated series along with the games, and the stones are the same general shape as chaos emeralds from Sonic.

That is it. Thank you. Didn't know there were games to.

Yep there are. First appeared in arcades as small arena fighting games, then ported to Sega Dreamcast, and a few other consoles later in compiled collections. The only difference is they don't use the anime transformations, but your characters do earn distinct skills associated to a color gem and combination of gems. Pretty fun games back in the day.
