I thought that too myself, that she was doing it to get info on the vampires, but I recall that she also outright says stuff like “I wouldn’t mind dragging a middle schooler around for a change”, and Anko also got annoyed at Kou for him not flirting with her. Yeah, Anko can certainly be creepy or outright scary.

Omg she is my favorite character throughout the show and more, and I cannot wait for the next season.
I’m actually really proud of her character towards the end of S2.
Also, it’s been a long while since I’ve seen an antagonist that I felt actually bad despite them doing some messed up stuff. Good job on your art!
