Help to finding anime and comic（I'd really like people who know the work Monster to answer this.）

I'm looking for an anime that used to be on Netflix, probably from the 90s or early 2000s. It's about a guy who goes to city hall? to borrow glue or something, but he never returns it. This happens a lot, and the staff are talking about him. It had a serious? dark vibe. I asked ChatGPT and others, but no one knows. Does anyone recognize this? Below is what ChatGPT said, suggesting it might be the anime “Monster.” Did scenes like this happen? Man “Excuse me... could I borrow some glue and scissors?”
Staff A (whispering) “Not him again... He never returns anything, you know.”
Staff B (whispering) “He still hasn't returned the stapler from last time... He probably has no intention of giving it back.”

I've only seen part of Monster, but if this happened in that anime, it is definitely not the main story. Monster is a horror/thriller mystery about a surgeon plagued by the guilt of saving the life of someone who turns out to be a monster.

If you like Gothic style horror, give it a go. It's pretty old so the art style is a minus for some younger or newer viewers but the story is solid. Lots of death, and there is at least *implied* non-consensual incest, but nothing graphic. I didn't get to finish it, so the incest may not be just implied and there might be gore or other triggering things that I'm unaware of.

The slightly retro art style is totally fine with me! I thought it resembled Black Lagoon or Hellsing, and turns out it's from the same production company. 🫢
Also found what I was looking for! It's ‘Master Keaton,’ and it seems the same author drew it as ‘Monster’!
