What anime has bad plot but very good characters?

For me, the perfect example would be Trinity Seven, where practically everything makes no sense, but because of the characters, it's more fun than many animes to watch. A particular example would be the movies after the first season, where it's unclear what's going on, but because of the characters themselves, it was enjoyable to watch without asking what's even going on.

Nagisa and Honoka deserved a better story (and main villain, and mascot characters). The dynamic duo and the choreography carry the rest of the original Precure.

I'd also say the original seasons of Sailor Moon were usually at their worst when tackling the overarching plot rather than playing to its more episodic strengths: Comedy, character dynamics, weird and wacky monsters, and art-driven vibes. I realize that's probably a more contentious example though.

Grisaia maybe? I love the cast to bits, and Michiru is one of my favorite heroines, but the entire plot is wack and only gets wackier. Particularily in Eden.

The anime original plots for Fruit are also egregiously bad.

Arguably its the opposite way around. OP has excellent worldbuilding and foreshadowing, but the characters have stagnated and flanderized over the years, either collecting dust or being zoro/luffy/local new characters.
Almost like the characters are just a device to explore the world Oda has.

Great question, because I always say I can follow a bad plot with characters I care about but not a good plot with bad characters. The one that comes to mind right now is, honestly, the Water Magician. I have Ryo and Abel so much. But the plot doesn't really go anywhere, and that last episode of the anime almost ruined their entire relationship for me. They still have some of the greatest chemistry for me though.

The World God Only Knows. It reliably does some of the best mini character arcs for its various girls and then eventually builds to a plot largely not worth caring about. Which is probably why so much of the supernatural lore and story was cut from the anime adaptation and only occasionally did I even kind of miss what they cut. (I was more annoyed by the two romance arcs they had to recap instead of actually adapting)
