Yeah starting with the Broly movie and One Piece's Wano arc, Toei has basically transformed into a completely different studio. Like the production values of One Piece during Egghead and Wano just blow anything Toei was doing from the 2010s out of the water. Honestly, it started even earlier than that with the Tournament of Power and One Piece's Whole Cake Island arc. Both of those were a major step or two above what came before in terms of art, animation, directing, general production etc. Then the Broly movie and Wano took it even further. Not just for those two series either, the changes were reflected in World Trigger S2 and S3 and also Dragon Quest: The Adventure of Dai, both of which were stellar (though not on the level of Broly or Wano....although Dai especially looked REAL good for some parts).

The highschool arc would be a very awesome cooldown arc. It’s a thing that DB has done quite a few times that’s always a nice break from all the main plots.
Think about the early Buu saga where we get into Gohan’s lifestyle more and we have all the Videl and Super Saiyaman stuff that’s just a good fun Dragon Ball style slice of life break until the good stuff comes back.

In the Goku black arc there was some romance between future trunks and Mai (who by then had grown up to be an adult again).

Aiko Iyoku was a longtime editor at Shueisha and was the head of the Dragon Room. He often publicly spoke on behalf of Toriyama. He was the one that announced Daima. He was basically Toriyama's right hand while he was alive.
Then Iyoku left Shueisha and took several of his Dragon Room coworkers with him when founded Capsule Corp Tokyo to claim authority and management of the IP more broadly beyond just the manga that Shueisha publishes.
Shueisha didn't like this. They thought they wholly owned the IP. And without Toriyama there to mediate for them anymore production of anything new works screeched to a halt after his death. Partners like Toei and Bamco didn't know how to negotiate with.
