have the rules for nudity in anime changed?
i was watching the new hells paradise episode, and i remember there being a fair bit in the first season but this season i think theres been more, basically nude women however they do not show their nipples. is this the only rule they need to follow to not be 18+ if so im suprised more shows havent tried this in order to get more views from fan service.

That's it. It doesn't define obscenity in any detail just that you can't sell it.
So all the rules fans tend to throw around are just common practice and self censorship that has developed over the years. And shifts some as time goes along.
(And the USA has fuck all to do with it for anyone still passing around that meme factoid)
censorship is always fluid like that
as per JP they tend to do those special BD releases for extra cash, so they can sell the show twice, or release two versions and the stream service you use picks one
Ranma had nipples in the 80s, she does not in the remake, for example
I watched nude girls all the time when I was 4 or 5 years old, I can't watch them as a full grown adult. It's ridiculous
Streaming might pick one of the TV version or a special for streaming with no TV related censorship (BDs are released later so you can't have those in simulcast)
Also nudity rules have changed but not so recently, I think (old Ranma had nipples, new one does not)
Could be they slid over to an earlier time slot, or in that particular scene the author wanted to focus less on the boobies and more on the scary too.
Well to me it's somehow more fitting that they don't have those in the anime considering what they are.
Also, using the Ranma sample, in the new series when Akane (15) walks in on Ranma in the bath (ep1) we only see her shoulders and up. OG series and Manga showed her backside as well, so its definitely intentional for a international release. (I'd guess that they cant really get the OG series streaming anywhere so a new series helps keep the brand going and the money flowing).
No, it's for the JP TV stations
