Gothic lolita is a fashion, not an anime genre......
But Rozen Maiden comes to mind. Though it's a slightly cursed IP. The original manga abruptly ended(I think there was some publisher disagreement), then got a second part with a different publisher. Then there's some short prequel manga after that. I bought the first part manga and the final volume is this comical half thickness little thing....
Theres the first anime, which is two seasons but it's not very faithful to the manga.
Then there's a reboot anime that's more faithful to the manga but also like speedruns the hell out of the manga in order to quickly skip past what the first anime covered. It also kinda just stops.
I was a lot younger but I still feel like the two seasons of the first anime was enjoyable enough. It was what made me aware of and interested in gothic lolita stuff. Though I'm kinda past it now.

Gothic lolita anime that immediately come to mind (that feature gothic lolis in gothic lolita dress, even):
Gosick; this one is a Victorian era mystery/detective-type drama (that also includes romance) about a socially reclusive genius goth loli and her caretaker/sidekick solving mysteries and an elaborate overarching plot. This one is a classic and was fairly popular back in its day (also one of Yuuki Aoi's earlier breakout protagonist roles).
Dantalion no Shoka; another gothic mystery series involving a goth loli and her assistant although this one is more fantastical and revolves around magic books and the setting is early 20th century.
Rozen Maiden; this one is an absolute classic (and responsible for the infamous DESU posting on the older days of the internet), Rozen Maiden is about literal living dolls competing in a battle royale situation to 'become Alice' and have their wish granted. This has multiple seasons including a 2013 remake that is more accurate to the manga than the earlier 2000s seasons and has a much better and less generic aesthetic but really the whole series is pretty good and filled with gothic lolita-ness.
Shadows House; a more recent anime but possibly the most gothic lolita one here. Shadows House also involves living gothic dolls (human-sized this time) and their shadow counterpart masters and is a more fast-paced thriller series than the others listed here (akin to something like The Promised Neverland). This one is filled with gothic lolita-ness from top to bottom (and also the ending songs are absolute bangers).

You've watched Rozen Maiden (2004) and Gosick, right?
